is there way locate user of illegally downloaded file. know file downloaded on our network isp has informed our public ip. file looks torrent.

spiceworks installed , isn't locating torrent software installed on pcs. 1 variable spiceworks isn't able identify applications via mobile devices.

does know of way of locating in network downloaded specific file? spiceworks have helpful plugins or know of other software can help?
