Adding data to MySQL after a foreign key is defined -


i've got general question databases. i'm using mysql db, , have found can't add values table after define foreign key. comment on may reason this? made simple table 'test1', , want cascade delete , update table when values in column3 identical value in primary column. can add foreign key when table empty of data, when try add data after setting foreign key, won't allow it. referenced column isn't unique. suggestions welcome. hope i've explained situation enough.
